Policy Information

 

Wyoming State Veterinary Laboratory fee policy is as follows:

1. The person requesting services will be the person billed and will receive all reports (NO EXCEPTIONS).

2. Fees for diagnostic tests performed for non-farm industry (e.g. pharmaceutical companies) and research grants will be assessed an additional 20%. This added fee does not apply to other cooperating agencies and diagnostic laboratories where mutually beneficial collaborations have been arranged.

3. The maximum fee applies to single animal clinical diagnostic submissions and includes all tests performed in-house. The maximum fee does not apply to referred tests or testing assessed an hourly fee, i.e. legal and insurance cases. The Laboratory will phone the submitter if hourly fees may apply. THE MAXIMUM FEES DO NOT APPLY TO CASES SUBMITTED BY GOVERNMENTAL AGENCIES OUTSIDE THE STATE OF WYOMING. Additional animals related to the same submission may be accepted for an additional $60.00 each at the discretion of the WSVL. The maximum fee for additional submissions applies to each additional animal submitted at the same time and from the same owner as part of the same problem. Not all testing may be done on each animal at the discretion of WSVL. DOES NOT INCLUDE AGENCIES OF THE FEDERAL GOVERNMENT OR STATE AGENCIES OUTSIDE OF WYOMING

4. Professional services rendered for forensic, insurance, and other legal claims will be charged at the rate of $150 per hour in addition to other laboratory charges. These services include consultation, telephone calls, site visits, document preparation, and legal testimony.

5. Services will not be offered to clients with accounts that are greater than 90 days past due.

6. Income from fees supports almost 40% of this laboratory's budget and helps to cover case reporting, telephone charges, and return shipping of packaging material in addition to the service provided.

7. Tissues for histopathology must be fixed to reduce autolysis.

8. Individual fees may change in the interim as a result of drastic changes in prices for reagents and/or diagnostic kits.

9. Accessions submitted to the WSVL, including carcasses, tissues and agents isolated from samples, become the property of the WSVL unless other arrangements are made in writing at the time of submission or if a memorandum of understanding exists between the Laboratory and the State or other entity.

10. Custom test development is available; please call for details.

11. Laboratory results are joint property of the WSVL and the person (or institution) that paid for the test(s). They will not be shared with third parties except in the following circumstances:

  • There is a legal requirement to do so.

  • Laboratory testing results in a reportable disease

  • It is in the interests of animal or human health to do so. This will be decided on a case by case basis by the laboratory director or, in her/his absence, by the acting director or by the faculty member in whose section that test was run.

The laboratory will periodically release summary data of disease patterns, and share them with the Wyoming Livestock Board, Wyoming Department of health, and clients through newsletters, press releases and annual reports.

12. Beginning July 1, 2008 histopathology reports will not include a detailed description of lesions. This will affect histopathology reports dealing with mail-in as well as in-house necropsy tissues and surgical biopsies. Detailed description of lesions is available on a case-by-case basis but must be specifically requested and will entail an additional charge of $10.00.

13.  Some tests are not performed routinely by WSVL. Submissions requesting such tests will automatically be forwarded to an appropriate lab for processing. As a matter of policy, WSVL will send samples to laboratories that provide reliable, rapid, and economical service. If a test is not listed in this fee schedule please call to see if the test is available and, if not, where it will be sent. Submission of samples to WSVL for out-of-lab testing is assumed to represent tacit agreement of this policy.

Fees are based on type of analysis, (i.e. qualitative, semi-quantitative, or quantitative) and type of sample most commonly used in toxicologic diagnosis. Prices may vary for other types of analysis or sample matrix. Discounts may be available for larger (i.e. more than 5) numbers of samples – please enquire. We aim at a 5-working day turn around on tests run in-house, samples referred to other labs will take longer. Special (e.g. herbicide) analyses may be available on a one-time basis, call for details.

Recommended Tests for Specific Situations

The best sample to submit for a disease workup is a LIVE AFFECTED ANIMAL with typical clinical signs, or a RECENTLY DEAD ANIMAL.  Our price structure encourages this.  ALWAYS submit an entire carcass if you think litigation will be involved, or when death was sudden/unexpected.

If this is not possible:

EQUINE NEUROLOGICAL SYNDROME

  • SERUM (WEE, EEE, WNV, EHV-1 + LARGE ANIMAL CHEMISTRY panel, including liver enzymes)
  • CSF (EPM Western blot (must have no blood contamination) + CSF evaluation)
  • EDTA for EHV-1 PCR.

BOVINE NEUROLOGICAL SYNDROME:

  • BRAIN/SPINAL CORD – don’t forget rabies.
  • SERUM

BOVINE CHRONIC ILL THRIFT:

  • EAR NOTCH (PBS capture ELISA for BVDV)
  • SERUM (CBC + large animal profile + Johne’s + bovine leukosis)
  • FECES (fecal floatation)

BOVINE ABORTION:

  • TISSUES (placenta + lung/liver/spleen/kidney/heart/thymus/brain/diaphragm muscle)

  • CONSIDER SUBMITTING ENTIRE PLACENTA unfixed to examine for placental insufficiency

DIARRHEA (any species):

  • TISSUES (upper, middle and lower small intestine; cecum; upper and lower large intestine; mesenteric lymph node(s)
  • FECES (bacteriology + EM + fecal floatation)

EQUINE DIARRHEA:

  • As above for DIARRHEA any species
  • FECES or large/small bowel for Potomac horse fever PCR (summer months only)

CUTANEOUS MASSES (any species):

  • FORMALIN FIXED MASS.  If you need a preliminary diagnosis to decide on how wide to resect margins, we strongly prefer receiving INCISIONAL or Tru-Cut biopsies, not cytology.  It is easier to obtain good quality formalin-fixed biopsies than cytology preparations, the former are quicker to read, and only the former can be graded.
